ARBOR DAY
HOUSE BILL No. 181
AN ACT to add a new section to Article 41 of the Anno-
tated Code of Maryland (1947 Supplement), title "Governor
—Executive and Administrative Departments", to be under
a new sub-title "Arbor Day", said new section to be known
as Section 57L, and to follow immediately after Section
57K of said Article, providing for the observation of Arbor
Day each year.
This Bill would direct the Governor to proclaim the last
Friday in April of each year as Arbor Day. Objection to the
measure has been made by the Department of Forestry and the
Department of Education, which supervise annual observance
of Arbor Day in the public schools. Both agencies point out
that climatic conditions in Maryland are unfavorable that late
in the season to the successful planting of trees. Under
existing legislation, the Governor designates a day in April,
earlier in the season, as Arbor Day by proclamation. On the
basis of the opinion of the Department of Forestry and the
Department of Education, I have vetoed House Bill No. 181.
BALTIMORE CITY
SENATE BILL No. 146
AN ACT to repeal Sections 887 to 893, inclusive, of the Balti-
more City Charter and Code of Public Local Laws (1938
Edition), title "Baltimore City", sub-title "Appointment and
Promotion", as amended by Ch. 713 of the Acts of 1947, and
to repeal said sub-title and to enact in lieu thereof a new
sub-title to be known as "Personnel Division", and to enact
in lieu of the repealed sections five new sections to be known
as Sections 887 to 891, inclusive, prescribing the powers and
duties of the Chief Personnel Officer of the Personnel Di-
vision of the Police Department, as defined in this sub-title,
and prescribing methods and standards for the appointments
and promotion of certain members of the Police Department
of Baltimore City.
This Bill is to repeal the provisions of Chapter 713 of the
Acts of 1947 and to enact five new sections to the Baltimore
City Charter relating to the Chief Personnel Officer of the
Police Department of Baltimore City. Under the Act of 1947,
the Personnel Division of the Baltimore Police Department
was established under the direction of the Chief Personnel
Officer. Examinations of policemen under that Act are con-
