1926 VETOES.

the State Budget the sum of $100, 000. 00 for the use of the
Commission. The expenditure of all money so appropriated
shall be as provided in the Budget, except that all funds not
specifically designated shall be expended in the discretion of
the Commission for the payment of any and all salaries and
expenses legally incurred by the Commission in the admin-
istration of the provisions of the Bill.

The Commission is given wide authority to employ per-
sonnel, and contract for facilities for clinics, exercising their
own discretion as to salaries^ and expenses.

No lump sum appropriation has been included in the budget
for the coining fiscal year for the reason that there would be
no control of expenditures under the provisions of the Bill.

As desirable as the objectives of the Bill may be, there is
no sufficient reason why the expenditure of State funds under
its provisions should not conform to established rules and
requirements.

For this reason the Bill has been vetoed.

ANNE ARUNDEL COUNTY

SENATE BILL No. 261

AN ACT to authorize and direct the County Commissioners
of Anne Arundel County to pay the sum of Five Hundred
Dollars (f500. 00), each, to George E. Rullman and Louis M.
Strauss for services rendered to Anne Arundel County and
the State of Maryland in representing thirty-four (34) in-
mates of the House of Correction charged with riot, assault
upon State employees and destruction of property of the
State of Maryland during the year Nineteen Hundred and
Forty-five (1945), as set forth in Court proceedings in the
Circuit Court for Anne Arundel County entitled "State of
Maryland vs. Roosevelt Leak, et al. ", No. Present-
ments 1945.

This Bill, if signed by me, will require the County Commis-
sioners of Anne Arundel County to pay two members of the
Bar for legal services which they rendered to 34 prisoners who
were indicted for participation in a riot at the Maryland
House of Correction. I entertain no doubt that the thorough,
painstaking and able manner in which these cases were han-
dled justifies the payment of the compensation provided in
this Bill, but it seems to me, as I have outlined in cases of
other Bills which I have not approved, that the Board of
County Commissioners for Anne Arundel County should not
be deprived of all judgment and discretion in the premises.
If I approve this Bill it will require them, at all events, to
