such distance in a straight or direct line. I see no need or
justification for weakening the application of the long-standing
and accepted regulation establishing a minimum distance of
1, 000 feet for the location of a license for the sale of alcoholic
beverages from a place of worship or a school, Therefore, I
have vetoed this Bill.
HOUSE BILL No. 485
AN ACT to repeal and re-enact, with amendments, Sub-section
(b) of Section 3 of Article 2B of the Annotated Code of
Maryland (1947 Supplement), title "Alcoholic Beverages",
sub-title "Permits", relating to discrimination placed upon
the sale and distribution of alcoholic beverages produced or
distributed by Maryland licensees when sold or delivered
into jurisdictions outside the State of Maryland.
The purpose of this Bill is to authorize the Comptroller to
impose taxes, assessments and imposts upon non-residents
dealing with alcoholic beverages when the States of which
they are residents impose such taxes, assessments and imposts
upon residents of this State.
The additional taxes which the Comptroller is required to
levy are to be measured by those imposed by the State in
which the non-resident resides.
As the Alcoholic Beverage Laws vary quite substantially in
the several States, it seems to me that from the standpoint of
administration the approval of this Bill will result in much
confusion entirely out of proportion to any benefit which we
may derive from it.
Aside from the question of policy in which we may be
involved by erecting grave barriers, I have concluded that this
legislation is unwise and for this reason I have decided to
veto it.

SENATE BILL No. 15
AN ACT to add ten new sections to Article 41 of the Anno-
tated Code of Maryland (1939 Edition), title "Governor-
Executive and Administrative Departments", said new sec-
tions to be under the new sub-title "Commission on Alcohol-
ism", to be known as Sections 178 to 187, inclusive, and to
follow immediately after Section 177 of said Article, creating
a Commission on Alcoholism and relating to its powers and
duties.
This Bill provides for the creation of a Commission on
Alcoholism and directs the Governor to annually include in
