indirectly either reduce the County Tax Rate or avoid or
reduce any increase in such County Tax Rate which might
otherwise be necessary.

951H. Incorporated Towns in Prince George's County are
hereby authorized to require and issue a town license for
each Class A, B and C Device which is maintained for public
use within the jurisdiction of said town. Provided, however,
that each such town license shall clearly state that it is in
addition to and not in lieu of the required county license;
that the total cost of each such town license shall not ex-
ceed twenty per cent of the cost of the corresponding County
Class A, B or C License; and that such towns may not place
any other charges or restrictions upon such devices or those
concerned with the operation or use thereof.

SEC. 2. And be it further enacted, That before the provi-
sions of this Act shall become effective, the County Com-
missioners of Prince George's County shall submit the ques\
tion to the qualified registered voters of said County at a
special election to be called by said County Commissioners
on a date not more than 30 days after enactment of this sub-
title, at places to be designated by them. Notice of said
election shall be given by publication in three newspapers
printed and published in said County at least two weeks be™
fore the election. The ballots shall be prepared by said Coun-
ty Commissioners of said County.

Printed on said ballot shall appear the words "For Licens-
ing Certain Amusement Devices", and "Against Licensing
Certain Amusement Devices", with a blank square opposite
and to the right of each set of words. Each qualified regis-
tered voter shall indicate his choice by making a cross mark
"X" in one of said blank squares. The County Board of
Election Supervisors shall appoint the necessary officers to
conduct the election with the usual pay for such duties.

If a majority of the qualified registered voters voting on
said question shall cast their ballots marked "For Licensing
Certain Amusement Devices", then this Act shall be im-
mediately of full force and effect, and if a majority of the
qualified registered voters voting on said question shall cast
their ballots marked "Against Licensing Certain Amusement
Devices", then this Act shall be void and of no effect.

The term "qualified registered voters" as used herein shall
mean those persons who are eligible to vote in any Prince
George's County or General State Election.
