vehicle, the make, the model, type of body, the number of
cylinders, the engine number (except in the case of commer-
cial vehicles) and the serial number of the vehicle.

(b) The registration card shall be delivered to the owner
and shall contain the date issued, the name and address of the
owner, the registration number assigned to the vehicle, the
classification and/or weight for which registered and in the
case of commercial vehicles, the factory identification number
for such makes of vehicles as are so identified, or the factory
serial number for such makes of vehicles as are so identified
until the manufacturers thereof adopt and use an identifica-
tion number.

34. (Regulations Governing Change of Engines. ) The De-
partment is authorized to adopt and enforce such registra-
tion rules and regulations as may be deemed necessary and
compatible with the public interest with respect to the change
or substitution of one engine in place of another in any
private passenger motor vehicle.

49.

(c) Provided, that if the engine or part of engine bearing
engine number removed from a dismantled private passenger
vehicle is sold to be installed in another private passenger
vehicle for operation upon the highways, the Department shall
prescribe the form for transfer to the purchaser and subse-
quent application for new title by the purchaser.

66. (Vehicles Without Manufacturer's Numbers. ) Any per-
son who knowingly buys, receives, disposes of, sells, offers for
sale, or has in his possession any private passenger motor
vehicle or engine removed from a private passenger motor
vehicle, from which the manufacturer's serial or engine num-
ber or other distinguishing number or identification mark
or number placed thereon under assignment from the Depart-
ment, or any commercial vehicle from which the factory identi-
fication number for such makes of vehicles as are so identified
or the factory serial number for such makes of vehicles as are
so identified until the manufacturers thereof adopt and use
an identification number has been removed, defaced, covered,
altered or destroyed for the purpose of concealing or mis-
representing the identity of said motor vehicle or engine is
guilty of a misdemeanor.

(c) There shall be issued one permit only per motor vehicle
covered by the proof herein required. This permit shall be
