said amount; and to provide for an annual levy upon the
assessable property of Allegany County by the County Com-
missioners for the purpose of paying the interest on said
bonds and the principal thereof at maturity.
WHEREAS, it is believed that a contagious diseases unit is
necessary at the Memorial Hospital in the City of Cumber-
land, in order that its operating efficiency and community
service and benefits may be increased, and that the County
Commissioners of Allegany County, along with other public
agencies, should contribute to the cost thereof; therefore
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the County Commissioners of Allegany County be
and they are hereby authorized and empowered at any time
hereafter to raise, contribute and deliver to the Board of
Governors of the Memorial Hospital of Cumberland, Mary-
land, a body corporate, the sum of Thirty Thousand Dollars
($30, 000. ), to be used and applied by said corporation ex-
clusively for the purpose of defraying the cost of financing
the construction of a contagious diseases unit.
SEC. 2. And be it further enacted, That for the purpose of
raising said sum of Thirty Thousand Dollars ($30, 000. ), to be
paid to the Board of Governors of the Memorial Hospital for
the purpose set forth in Section 1 of this Act, the County
Commissioners of Allegany County are hereby authorized at
any time hereafter to borrow money upon the faith and credit
of Allegany County to an amount not exceeding Thirty
Thousand Dollars ($30, 000. ), and to issue and sell coupon
bonds therefor, not in excess of said principal sum.
That such bonds shall be designated and known as Memor-
ial Hospital Bonds (Contagious Diseases Unit Series) and
when issued shall be signed by the President of the County
Commissioners of Allegany County, duly attested by the
Clerk of the County Commissioners, and the corporate seal
of the County Commissioners shall be attached thereto. The
interest coupons attached to each of said bonds shall bear
the fac-simile signature of the President of the County Com-
missioners of Allegany County, printed, lithographed or en-
graved thereon.
That the Board of County Commissioners of Allegany
County before the issuance of said bonds shall by formal reso-
lution prescribe the form and tenor of such bonds; the date
of issue; the date or dates of maturity; and the time and
place at which interest is to be paid. All of said bonds shall
be free of all Maryland State, County and Municipal Taxes,
and shall not bear interest in excess of three per cent per
