87. If any claim for service of water, or water rent,
shall remain in arrears against any consumer for a period
of thirty days, or in case any consumer*shall violate any of
the rules and regulations relating to said water plant
which may be passed by the Council, the City or its duly
authorized agent shall have the right to cut off the supply
of water from said consumer, after notice.

88. The rates, rents and charges for the use and service
of sewers, drains and water, as determined and charged
by the City of Hagerstown, are hereby declared to be and
shall be liens upon the property used or served by said
sewers, drains or water, and the same shall be collected
as are municipal taxes.

89. There is hereby created and continued a Board of
Water Commissioners of three members. On or before the
1st day, of March in each and every year, or as soon there-
after as practical, the Mayor, with the advice and consent
of the Council, shall appoint one person as a member of
such board to serve for a term of three years, or until his
successor is appointed and qualified. The three members
of the Board of Water Commissioners in office at the time
of the adoption of this charter shall continue in office and
each shall serve out the term of his appointment. The
Board of Water Commissioners shall possess and shall be
charged with the exercise of any and all powers of the
City of Hagerstown incident to the operation, manage-
ment, maintenance, enlargement and improvement of said
water system, except those powers expressly conferred
upon the Council under the provisions of Section 84 here-
of. Vacancies in said Board shall be filled by the Mayor,
with the advice and consent of the Council.

PARKS

90. The City of Hagerstown is hereby authorized to
own, operate, maintain, and make improvements to such
parks as may be deemed best by the Council of said City.
The said Council is hereby authorized and empowered to
levy annually taxes upon the assessable property located
in said town to an amount sufficient to operate, maintain
and improve the said parks.

91. The City of Hagerstown is hereby authorized and
empowered to acquire by gift, grant, purchase or by con-
demnation proceedings any piece, parcel or tract of land
