SEC. 2. And l)e it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by three-
fifths of all of the members elected to each of the two Houses
of the General Assembly of Maryland, the same shall take
effect from the date of its passage.

(House Bill 362)
AN ACT to add five new sections to the Code of Public Local
Laws of Baltimore County (Smith's 1948 Edition), to be
known as Sections 336A, 336B, 336C, 336D, and 336E, to
follow immediately after Section 336, to be under a new
sub-title to be known as "Freeways", under the title "Public
Works", relating to the construction, designation and regu-
lation of freeways by the County Commissioners of Balti-
more County.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That five new section be and they are hereby added to
the Code of Public Local Laws of Baltimore County (Smith's
1948 Edition), to be known as Sections 336A, 336B, 336C,
336D, and 336E, to follow immediately after Section 336, to
be under a new sub-title to known as "Freeways", under the
title "Public Works", and to read as follows:
FREEWAYS
336A. (a) The County Commissioners of Baltimore County
may lay out, establish, and construct any County highway as
a freeway. A resolution adopted by the County Commis-
sioners stating that a proposed highway is to be constructed
as a freeway shall be conclusive evidence that the highway,
when constructed, is a freeway with all the characteristics
and incidents prescribed by this sub-title.
(b) When a highway is constructed as a freeway, no owner
of land abutting the highway or other person shall have any
right of ingress or egress to, from or across such abutting
land to or from the freeway. The County Commissioners in
their discretion, at the time of the construction of the free-
way or thereafter, may designate points at which access will
