cation, " sub-title "Chapter 15. Public Libraries, " said new
section to be known as Section 181A and to follow im-
mediately after Section 181 of said Article, providing for
the grant of State-aid funds for books to the Washington
County Free Library and exempting said Library from
certain provisions of the said Public Libraries Law.

SECTION 1. Be It enacted by the General Assembly of Mary-
land, That a new section be and it is hereby added to Article
77 of the Annotated Code of Maryland (1947 Supplement),
title "Public Education, " sub-title "Chapter 15. Public
Libraries, " said new section to be known as Section 181A,
to follow immediately after Section 181 of said Article, and
to read as follows:

181A. The Washington County Free Library shall be en-
titled to benefits under Section 167(b) of this Article for the
purchase of books for The Washington County Free Library
provided the annual grants from the County Commissioners
of Washington County and from The Mayor and Council
of Hagerstown shall produce an aggregate annual income
available for the support of said institution equal to or ex-
ceeding the financial standard as provided in Section 167
of this sub-title but the Washington County Free Library
and the funds allocated to it hereunder shall be exempt from
the supervision of the State Superintendent of Schools and
the Division of Library Extension; and the qualifications of
the employees of the Washington County Free Library shall
be those which may be established by the Trustees of said
Library; and the Washington County Free Library shall be
the agency for the expenditure and administration of that
portion of funds or materials received from the Federal
government for library purposes which may be allocated to
the County Commissioners of Washington County by the
State Board of Education, and the Washington County Free
Library shall be exempt from the provisions of Sections 170
to 178, inclusive, of this Article.

SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1949.
