market, and may do everything necessary or useful in the
conduct of any such market.

(b) The City shall not construct or acquire such a market
until it shall have submitted the question to the qualified
. voters of the City, at a regular or special municipal election,
and unless a majority of the voters voting thereon shall have
approved such construction or acquisition.

180. LIGHT PLANT. The Mayor and City Council shall
have the power to sell and furnish electric light and power to
the residents of the City, for domestic and manufacturing pur-
poses, upon such terms as the Mayor and City Council shall
prescribe, to erect such plant and buildings, to purchase and
install machinery and equipment as may be required, and to
do anything necessary to carry out the object and purposes
of this Section.

181. COUNTY BUILDINGS. Nothing in this Article
shall interfere with the title of the County Commissioners of
Allegany County to the land on which the several county
buildings are situated, but the Mayor and City Council shall
have the same power over these public grounds as over other
parts of the City, and the ordinances of the City shall have
force in said grounds as in other parts of the City.

182. SELF-LIQUIDATING PROJECTS. The Mayor and
City Council may by ordinance provide for self-liquidating
projects for parking lots and off-street parking garages in
the City. The City may acquire or construct such property
by any means provided generally in this Article for the
acquisition or construction of property, and may finance the
initial cost of such project in any manner provided generally
in this Article for providing funds for corporate purposes.
The City may operate, lease, or sell the facilities so acquired
or constructed, and shall use the net revenue or moneys re-
ceived from any such operation, lease, or sale to repay the
City for the initial cost thereof.

FLOOD DISTRICT

183. AUTHORIZED. The Mayor and City Council is
authorized and empowered to establish a Flood District,
which may be entirely within the limits of the City or partly
within and partly without the said limits. The Mayor and
City Council is authorized to do anything legal and necessary
in order to prevent floods within any part of the City or any
part of the Flood District, or to decrease the damages inci-
dent thereto. The powers granted by this sub-title shall
