of vehicles, subject to the provisions of Article 66 1/2 of the
Annotated Code of Maryland.

(66) VENDORS. To regulate all vendors of property on the
streets or other public places in the City..

(67) WEIGHTS AND MEASURES. To regulate the selling,
weighing or measuring of hay, wood, coal, coke and all other
articles sold by weight or measure, and to provide for the
inspection and sealing of all weights and measures.

(68) SAVING CLAUSE. The enumeration hereinabove in this
section is not to be construed as limiting the powers of the
City to the several subjects mentioned.

PUBLIC PROPERTY

176. ACQUISITION. (a) The property and funds of
every kind and description belonging to or in the possession
of the Mayor and City Council are vested in the Mayor and
City Council.

(b) The Mayor and City Council may acquire property of
every kind and description for the general purposes and
powers of the City and for education, charitable purposes,
and aid to the indigent poor, by way of conveyance, gift, or
bequest, or in any other lawful manner, and whether in trust,
in fee simple, or otherwise.

177. REFERENDUM. The City may neither purchase
nor alienate real property of a value of Twenty-five Thousand
Dollars or more unless the question shall first have been
submitted to the qualified voters of the City, and approved
by a majority of those voting on this question. Such referen-
dum may be held either at a general election for members of
the City Council or at a special election provided for by
ordinance of the Mayor and City Council. In either event,
thirty days' notice of the submission of said question shall
be given to the voters.

178. PARKS. The City may acquire, receive, hold and
use any tract of real property for a public park and for park
purposes, either within the City or nearby in Allegany
County.

179. MARKETS, (a) The City may acquire, receive, hold
and use any real and personal property, for the purpose of
conducting, maintaining, or establishing a market within the
limits of the City. The City also may sell, lease or otherwise
dispose of space or stalls in said market, or of the entire
