or retirement allowance equal to one-half the annual salary
received by him at the time of his retirement.

(c) In order to provide funds for paying the pensions
authorized by this section, three per centum of the regular
salary of every member of the Police Department shall be de-
ducted each pay day and paid into a special account to be
known as the Police Pension Fund. The Mayor and City
Council shall appropriate and pay into said Fund every six
months, seven per centum of the aggregate of the regular
salaries of members of the Police Department for the pre-
ceding six months.

130. DEPUTY POLICE. The Mayor may call into service
as a special police force as many of the citizens of the City
as in his judgment may be necessary, in order to enforce the
laws and ordinances of the City on extraordinary occa-
sions to protect life and property, to subdue a riot or
threatened public disturbance, or to avert any other danger
to the City or its residents. While such special police are
deputized and in service they shall be subject to the orders
of the Chief of Police, shall perform such duties as he may
require, and shall have the same powers as regular members
of the Police Department. Any person so summoned who fails
to appear, or who appears and fails to perform any duty that
may be required of him, may be brought before the Circuit
Court of Allegany County on the complaint of the Mayor, and
if found guilty of such charge shall be fined in an amount
not exceeding One Hundred Dollars.

FIRE DEPARTMENT

131. ESTABLISHMENT. The City shall have full power
and authority to establish and maintain a Fire Department,
to procure fire engines and other apparatus for the extin-
guishment of fires, and to provide engine houses for keeping
the equipment and housing the members of the Fire Depart-
ment.

132. DUTIES. The Chief of the Fire Department shall
superintend and direct the extinguishment of fires, and pre-
serve and keep all fire engines, hose, and other apparatus,
including the 'fire alarm system. He shall keep all idle, sus-
picious or disorderly persons away from the vicinity of any
fire. He may compel all persons to assist the Fire Depart-
ment in extinguishing fires and in preserving and protecting
the property thereby exposed to damage. He shall perform
such other duties as may be imposed on him by the Mayor
and City Council and by the City Manager. He shall be the
head of the Fire Department.
