133. PERSONNEL. The Fire Department shall be com-
posed of a Fire Chief, an Assistant Fire Chief, and such
number of subordinate officers and firemen as the Mayor and
City Council may set by ordinance. In the temporary ab-
sence of the Fire Chief, the subordinate officers shall assume
his duties, in the order of their respective rank.

134. QUALIFICATIONS. No person shall be employed
in any capacity in the Fire Department unless he is a citizen
of the United States, a resident of the City for not less than
three years, and of good moral character, nor unless he can
read and write the English language and is not addicted to
the use of alcoholic beverages.

135. CLASSIFIED SERVICE. All officers, members and
employees of the Fire Department, including the Chief of
the Fire Department, Assistant Chief of the Fire Depart-
ment, shall belong to the Classified Service of the City, to
be chosen and to hold their positions accordingly, subject to
the rights, privileges and duties thereof, as prescribed else-
where in this Article.

136. SALARIES, (a) The salaries of the members of the
Fire Department of the City shall be as established by the
Mayor and City Council, subject to the provisions of this
section.

(b) Such salaries may not be established lower than those
established herein, namely, Fire Chief, $286. 00 per month;
Assistant Fire Chief, $256. 00 per month; Captain or Lieu-
tenant, $226. 00 per month; Fireman, $190. 00 per month dur-
ing the first year of service and $220. 00 per month there-
after.

137. PLATOON SYSTEM. The Fire Chief shall organize
the Fire Department on the basis of a two-platoon system.
The hours of duty of each such platoon and the order of shift-
ing their sequence shall be as set by the Fire Chief.

138. VACATIONS. Members of the Fire Department
shall be entitled to not less than 15 days vacation with pay,
and sick leave as other members of the Classified Service. In
addition, they shall each be entitled to a leave of absence
with pay for one day every week, to be designated by the
Fire Chief. The members shall be entitled to vacation leave
in the order of their seniority, with the senior members in
point of service having the right in the order of their length
of service to designate the time or times they prefer.
