69. OFFICERS. The City Manager shall have the power
at any time to remove any officer or the head of any depart-
ment for which he has the appointing power for incom-
petence, inefficiency, malfeasance or non-feasance in office, or
for such other causes as may be prescribed by ordinance.
70. CREATION. The Mayor and City Council shall have
authority from time to time to create and discontinue all
offices and employments of the City government, except those
for which specific provision is made by this Article.
71. LIABILITY. All officials of the City whose duties
concern the disbursing or safekeeping of money, or the per-
forming of any duties relating to taxes or other revenues of
the City, shall be liable for all deviations from duty as to
the handling of such funds and may be proceeded against
both civilly and criminally.
72. SICKNESS. If any person in the Unclassified Service
shall be unable to perform his duties, by reason of sickness
or other good cause, the appointing authority may provide
for a temporary substitute for such person. The acts per-
formed by the substitute shall be valid in all respects as if
performed by the officer himself.
CLASSIFIED SERVICE
73. MEMBERS. All persons and positions not specifically
included in the Unclassified Service shall be included in the
Classified Service of the City.
74. GENERAL PROVISIONS. No person in the Classi-
fied Service, or seeking admission thereto, shall be appointed,
promoted, reduced, removed, or in any way favored or dis-
criminated against because of sex, race, or political or religious
opinions or affiliations. No person in the Classified Service
shall continue in such position after becoming a candidate
for nomination or election to any public office. No person
seeking appointment to. or promotion in the Classified Service
shall either directly or indirectly give or pay any money,
service, or other valuable thing to any person, for or on
account of his appointment or promotion. No person holding
a position in the Classified Service of the City shall make
any contribution to the campaign funds of any candidate for
municipal public office, nor shall he take part in any political
campaign or public election for municipal public office fur-
ther than to exercise his rights as a citizen freely to express
his opinions and to cast his vote.
