(c) The City Manager shall be the appointing authority as
to all persons in the Classified Service, subject to the pro-
visions therefor, elsewhere in this Article.

66. FINANCES. The City Manager shall annually pre-
pare a proposed budget for the next fiscal year, and submit
it to the Mayor and City Council at such time as may be
required. After a budget has been adopted he shall be re-
sponsible for its administration.

(b) He shall prepare and submit to the Mayor and City
Council as of the end of the fiscal year a complete report on
the finances and administrative activities of the City for such
period.

(c) He shall from time to time keep the Mayor and City
Council advised as to the financial condition and future needs
of the City, and make such recommendations as to him seem
advisable.

UNCLASSIFIED SERVICE

67. MEMBERS, (a) The Unclassified Service of the City
shall include the following persons and positions:

(b) All elective officers, and persons appointed to fill
vacancies therein.

(c) The City Manager.

(d) The City Solicitor.

(e) Members of Boards and Commissions in the service of
the City, to be appointed by the Mayor and City Council.

(f) Persons employed to make or conduct any special in-
quiry, investigation, examination or installation, if the City
Manager or the Mayor and City Council certifies that such
employment is temporary and that it should not be done by
employees in the Classified Service.

(g) Any other office or position so specified in this Article.

67A. RESIDENCE. Unless provided otherwise in this
Article, each department head at the time of his appointment
shall have been a resident of the city for at least three years,
and shall remain a resident of the city during the time he
serves as such department head.

68. STATUS. Persons in the Unclassified Service have no
assurance of permanent tenure in the office or position they
hold. Except for those in elective positions, they may be
suspended or removed from City employment at any time.
