be in force from and after the twentieth day following
the date of its passage, or from and after whatever other
date the ordinance may specify in excess of twenty days.
(b) The Mayor and City Council shall provide by ordinance
for the codification of its ordinances, and for the printing
thereof. Such codification shall be provided for within one
year after this Article becomes effective, and at no longer in-
tervals than ten years thereafter. Between such codifications,
an annual cumulative supplement shall be prepared and
printed thereto.
(c) The ordinances of the City and any codification of
them, by authority of the Mayor and City Council and so
described on the title page, shall be legal evidence of the
passage of such ordinances, and the contents thereof shall be
admissible in evidence in any Court of this State.
CITY CLERK
52. APPOINTMENT. The City Clerk shall be a member
of the Classified Service, and the Mayor and City Council
shall be the appointing authority as to this officer.
53. DUTIES. The City Clerk shall attend every meeting
of the Mayor and City Council, and keep the minutes and
proceedings of such meetings in a well-bound book reserved
for that purpose. He shall perform such other and further
duties as may be set by ordinance or order of the Mayor and
City Council, or by this Article.
54. ADMINISTER OATHS. The City Clerk is authorized
to administer oaths in the municipal affairs and government
of the City.
CITY SOLICITOR
55. APPOINTMENT. The City Solicitor shall be appointed
by the Mayor and City Council and shall hold office for two
years, unless sooner removed by the Mayor and City Council.
He shall be the head of the Legal Department. He may be
removed for cause, with an opportunity for a public hearing
before the Mayor and City Council. The City Solicitor shall
have the right to appeal any such removal to the Circuit
Court for Allegany County, which shall hear the case de
novo, and shall thereafter either affirm or reverse the action
of the Mayor and City Council.
56. QUALIFICATION'S. The City Solicitor shall be at
least twenty-five years of age, and shall have been a resident
