to the public, and shall be held in the regular meeting place
of the Mayor and City Council.

45. OFFICERS TO ATTEND MEETINGS. All regular
meetings of the Mayor and City Council shall be attended by
the City Manager and such department heads and personnel
as he shall designate, or who shall be designated by the
Mayor and City Council, or requested by any member of the
Mayor and City Council. Such officials, or any of them, also
shall attend any special meeting of the Mayor and City Coun-
cil at which their presence may be requested by any member
of the Mayor and City Council.

46. MAYOR. The Mayor shall act as President of the
City Council, and shall have a right to vote as a member
thereof on all questions which may arise. He shall ascertain
that all laws or ordinances of the City are duly enforced.
Any failure of such enforcement shall be reported to the City
Manager, the City Solicitor, the Chief of Police, or to some
other officer, as may be proper.

47. CITY MANAGER. The Mayor or any member of the
City Council shall report to the Mayor and City Council any
wrong or improper action of the City Manager.

48. ADMINISTERING OATHS. The Mayor and each
member of the City Council are authorized to administer
oaths in the municipal affairs and government of the City.

49. WITNESSES. The Mayor and City Council are
authorized to summon and compel the attendance of wit-
nesses and the production of books and papers before them,
whenever it may be necessary for the effective discharge of
their public duties and responsibilities.

ORDINANCES

50. STYLE. The style of all ordinances shall be "Be it
ordained by the Mayor and City Council of Cumberland",
Such ordaining clause may be omitted when the ordinances
are published in book form, or are revised or digested under
the order of the Mayor and City Council.

51. PUBLICATION, (a) Every ordinance imposing any
penalty, fine, imprisonment or forfeiture for a violation of its
provisions shall following its passage be published for two
days (not including Sundays) in each of two newspapers pub-
lished in the City. Ordinances passed by the Mayor and
City Council and requiring publication shall take effect and
