of the City for five years and a member of the bar of Allegany
County for three years prior to his appointment.

57. BOND. He shall give bond in the amount of Five
Thousand Dollars.

58. SALARY. He shall receive such salary as may be set
by ordinance of the Mayor and City Council, plus his actual
expenses while out of the City on municipal business. His
salary shall not be reduced during the terms for which he was
appointed.

59. DUTIES. The City Solicitor shall be the general
legal advisor of the Mayor and City Council and of the other
officers of the City; and he shall have general supervision
over and shall attend to all legal business of the Mayor and
City Council. Upon the request of any such officer he shall
give written advice on all questions of law which may be
referred to him and shall prepare ordinances for introduc-
tion into the Mayor and City Council. He shall prepare,
examine and approve as to form, all the contracts, specifica-
tions, deeds and other legal papers of the Mayor and City
Council. He shall represent the City in all cases before any
Court in the State of Maryland, and before any Federal
Court.

CITY MANAGER

60. APPOINTMENT. The City Manager shall be chosen
by the Mayor and City Council, solely on the basis of his
executive and administrative qualifications, and with special
reference to his experience and knowledge as to municipal
government, provided, that at the time of his appointment he
must have had at least five years7 experience in an executive
or administrative capacity in a municipal government. At
the time of his appointment he need not be a resident of the
City or of the State of Maryland, but during his tenure of
office he shall reside within the City. Neither the Mayor nor
any member of the City Council shall be chosen as City Mana-
ger during the period for which he was elected or appointed.

61. TERM. The City Manager shall be appointed for an
indefinite term, but he shall be removable at the discretion of
the Mayor and. City Council. Before being so removed, he
shall upon demand be given a written statement of the rea-
sons for his removal, and the right to be heard publicly in
his own defense prior to the final vote on such removal.
Pending said hearing the Mayor and City Council may sus-
pend the City Manager from office.
