the City, a sample ballot, showing the names of all persons
to be voted upon in the said primary election. The names
shall be arranged in alphabetical order, with the candidates
for Mayor being listed first, and the candidates for City
Councilman following. There shall be no party designation
as to any candidate. Each ballot shall contain the notation
above the list of candidates for Mayor, "Vote for One; " and
each ballot shall contain the notation above the list of candi-
dates for City Councilman, "Vote for Four". The ballots for
the primary election shall be printed and arranged in the same
form.

18. WARDS AND PRECINCTS. The Mayor and City
Council by ordinance may establish wards and precincts
within the corporate limits, change the lines thereof, and
divide or consolidate existing wards and precincts. Until and
unless the wards and precincts are so changed by ordinance,
they shall remain as established at the time this Article be-
comes effective.

19. POLLING PLACES. Polling places in the several
precincts of the City shall be established and located at the
determination of the Board of Election Supervisors. The
Board of Election Supervisors shall place therein the neces-
sary equipment and personnel properly to1 conduct the munici-
pal primary election.

20. TABULATION, (a) The said Board shall complete
and verify the tabulation of all votes cast in the said primary
election. It shall then make prompt announcement of the
results to the Mayor and City Council. The two candidates
for Mayor receiving the highest number of votes shall have
their names placed upon the ballots for Mayor at the follow-
ing municipal general election; the eight candidates for City
Councilman receiving the highest number of votes shall have
their names placed upon the ballots for City Councilman at
the following municipal general election; and if no primary
election was necessary for either Mayor or City Councilman,
or both, by reason of there being an insufficient number of
candidates to require a primary election, the names of all
those candidates for the office in question who filed proper
petitions for nomination with the City Clerk, shall be placed
upon the ballots for Mayor and City Councilman, as the case
may be, at the following municipal general election.

(b) If the said tabulation shows an equal number of votes
received by two or more candidates, so that it is not possible
to specify the two highest candidates for Mayor or the eight
highest candidates for City Councilman, as the case may be,
