(b) If any person who has filed a petition as a candidate
for either Mayor or City Councilman shall withdraw as a can-
didate, by a written notice sent to the City Clerk, he shall be
considered as if he had never filed a petition of candidacy,
in so far as this is possible.

13. DATE. The primary election shall be held on the first
Tuesday in March, 1950, and on the same day in every second
year thereafter.

14. CITY CLERK. At least sixty days prior to every
scheduled primary election the City Clerk shall prepare and
have on hand an adequate supply of nominating petitions,
which he shall distribute upon request to any qualified voter
of the City. The nominating petition shall be in such form
as the City Clerk shall determine, and it shall be so arranged
as to show, when properly filled out, that the prospective
candidate has the qualifications necessary for the office for
which he files a petition.

15. PETITIONS. Any person desiring to become a candi-
date for either Mayor or City Councilman shall file with the
City Clerk, at least ten days before the scheduled date of the
primary election, one of such nominating petitions, properly
filled out, as a statement of his candidacy for such office. The
petition shall be accompanied by the signatures of at least
one hundred qualified voters of the City, requesting such
candidacy. No such qualified voter shall sign more than one
such petition for a prospective candidate for Mayor, nor more
than four such petitions for prospective candidates for City
Councilman.

16. ELECTION SUPERVISORS. Immediately upon the
expiration of the time for the filing of petitions for nomina-
tion, the City Clerk shall assemble all petitions filed with him
in proper form and in due time, and shall deliver them forth-
with to the Board of Election Supervisors of Allegany
County, or to the Clerk of said Board. The Board shall then
proceed to conduct the primary election for the City. Except
as otherwise provided herein, it shall follow generally the
procedures and the requirements for conducting elections in
Allegany County, as found in Article 33 of the Annotated
Code, title "Elections'7.

17. BALLOTS. Beginning not less than seven days prior
to the municipal primary election, if the number of candi-
dates for either Mayor or City Councilman warrants holding
a primary election, the said supervisors shall publish for
three successive days in each daily newspaper published in
