shall become annexed to the City of Annapolis if the quali-
fied voters of the new area so choose by ballot.

SEC. 4. And be it further enacted, That as soon as prac-
ticable after the enactment of the ordinances referred to
in Section 3 hereof, the Commission shall proceed to hold a
special election in the area proposed to be annexed the
President of the Board of Election Supervisors of Anne
Arundel County is hereby designated and appointed as Su-
pervisor of Elections for said special election. He shall com-
pile a list of the registered voters of said area and shall
cause ballots to be printed with the words "For Annexa-
tion" and the words "Against Annexation", with a square
or box opposite each so that the voter many indicate his
choice by an X mark in the appropriate place. If the
majority of votes cast at said election are "For Annexa-
tion", then said area shall become a part and be included
in the City of Annapolis; but if a majority of said votes
are "Against Annexation", then the area shall remain as
before.

SEC. 5. And be it further enacted, That the Supervisors
of Elections appointed herein shall advertise in any two
newspapers of general circulation in the proposed area on
four successive weeks prior to the Special Election and
shall give notice of the time and place of said election.
The Commission may provide that, at the said special
election, the names of the Aldermen to represent the new
wards may be voted upon who shall take office in the event
the majority of the votes are cast "For Annexation. " The
Commission shall prescribe the rules and procedure for
candidates for the office of Aldermen to submit their names
to be placed upon said ballot. Said Aldermen, in the event
they take office, shall hold such positions until the next
regular election for Mayor and Aldermen of Annapolis.

SEC. 6. And be it further enacted, That in the event the
area becomes annexed to the City of Annapolis as provided
by this Act, the Commission shall examine and study the
present Charter of the City of Annapolis to determine if
said Charter needs revision. Said Commission shall make
its recommendations and report to the General Assembly
prior to the regular session of 1951.

SEC. 7. And be it further enacted, That this Act shall
take effect June 1, 1949.
