CHAPTER 693
(Senate Bill 473)

AN ACT to repeal and re-enact, with amendments, Sec-
tion 65 of Article 2B of the Annotated Code of Maryland
(1947 Supplement), title "Alcoholic Beverages", sub-
title "Rights and Duties of Licensees", relating to sales
and deliveries to persons authorized to purchase alco-
holic beverages for use on Federal Reservations in the
State of Maryland.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 65 of Article 2B of the Annotated Code of
Maryland (1947 Supplement), title "Alcoholic Beverages",
sub-title "Rights and Duties of Licensees", be repealed
and re-enacted, with amendments, to read as follows:

65. SALES TO FEDERAL RESERVATIONS The

provisions of this Article shall not be construed to prevent
the sale and delivery of alcoholic beverages by manufactur-
ers and wholesalers to persons permitted by proper author-
ity or authorities of the United States to purchase alco-
holic beverages for use only on the Federal Reservation
in this State where such persons are assigned without
payment of the taxes on the wine and liquor; and in the
case of beer upon which the tax has been paid at the time
of purchase, a refund of the tax shall be made after
approval by the Comptroller upon proper application there-
for filed within ninety (90) days from date of purchase.
Provided, however, the Comptroller may require his
approval of each order of wine or distilled spirits before
the purchase or delivery of same.

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the
immediate preservation of the public health and safety and
having been passed by yea and nay vote, supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly of Maryland, the same
shall take effect from the date of its passage.

Arundel County to take over and maintain a section of
