conduct. Each of said Superintendents shall receive such
compensation as shall be provided in the budget, shall be re-
sponsible to the Commissioner of Mental Hygiene for the
operation of the institution in his charge, and shall submit
to the Department such reports, including medical and finan-
cial, as the Department of Mental Hygiene may request. It
shall be the duty of each Superintendent to inform the De-
partment of Mental Hygiene of the conditions in his institu-
tion, and to order that such changes as seem desirable for the
welfare of the patients be put into effect, with the approval
of the Department of Mental Hygiene.

All other appointments of personnel at each of said institu-
tions shall be made by the Superintendent thereof under the
provisions of the Merit System Law, subject to transfer from
one institution to another by the Department of Mental Hy-
giene, provided the Superintendents of the respective institu-
tions agree to the transfer and provided that no reduction in
salary is made.

SEC. 3. And be it further enacted, That Section 51 of said
Article and title, sub-title "Rosewood State Training School",
be and the same is hereby repealed and said sub-title be and
the same is hereby repealed, and that in lieu of said section
so repealed, there be and is hereby enacted a new section to
be known as Section 51, to read as follows:

51. On or before February 1, 1950, the Standard Salary
Board and the Commissioner of Employment and Registration,
in collaboration with the Commissioner of Mental Hygiene,
shall review all classifications of positions which are under the
Merit System in said Department, and they may revise or
abolish existing classifications and create new classifications,
as they deem necessary, and provide schedules of salaries, to
become effective upon the approval of the Governor, for ex-
isting, revised and new classifications; provided, however, that
except as in this Article otherwise specifically provided no
employee of said Department on June 1, 1949, shall be dis-
missed from the service or suffer a reduction of salary by
reason of any such revision or abolition of classifications or
change of salary schedule; but otherwise the powers hereby
conferred shall be exercised without regard to the provisions
of any other laws.

SEC. 4. And be it further enacted. That Sections 18 and 20A
of said Article and title, sub-title "Board of Mental Hygiene";
Section 52 of said Article and title, sub-title "Rosewood State
Training School"; Sections 61, 62, 63 and 66 of said Article
and title, sub-title "Crownsville State Hospital"; and Sections
