but they shall be allowed expenses incurred by them in the
performance of their duties under this Article. The Governor
shall designate a member of said Board as the Chairman
thereof, and the Board shall select one of its number as Secre-
tary. Said Board shall meet at least quarterly, and at such
other times as the Chairman shall designate.

(2). Said Board of Review, or committees thereof, shall
visit at least twice in each year, and at more frequent inter-
vals in its discretion, each State institution caring for or
treating persons of unsound mind. Said Board of Review
shall make a report in writing of its findings and recommen-
dations concerning said institutions and the functioning of
the Department of Mental Hygiene in all its phases, as
promptly as possible after December 31st, of each year to the
Governor, the General Assembly and the Commissioner of
Mental Hygiene, and it may make reports in writing of its
findings and recommendations at such other times as it deems
advisable. Said Board of Review shall have authority to ob-
tain the advice and assistance of the Advisory Board in the
performance of the functions hereby assigned to it.

(g) No person holding any office or position created under
the provisions of this Article shall have any pecuniary in-
terest directly or indirectly in any transactions with the
State institutions mentioned herein.

20. Spring Grove State Hospital, Springfield State Hos-
pital, the Eastern Shore State Hospital, Crownsville State
Hospital, and Rosewood State Training School shall hereafter
exercise their functions under the supervision, direction and
control of the Department of Mental Hygiene. The several
Boards of Managers of said institutions are hereby abolished
and all property, real and personal, of every kind, held by said
Boards of Managers of said institutions, as corporations, is
hereby transferred to the State of Maryland. The tenure of
office of the Superintendent of each of said institutions shall
expire on June 1, 1949, and on said date the Commissioner of
Mental Hygiene, upon recommendation of the Advisory Board,
shall appoint a Superintendent for each of said institutions.
Upon every occurrence of a vacancy thereafter in the position
of Superintendent of any of said institutions, the Commis-
sioner, upon recommendation of the Advisory Board, shall
appoint the successor. Each Superintendent shall be a trained
psychiatrist and shall be familiar with the administration of
institutions for the care and treatment of the insane. Their
appointment shall not be subject to the provisions of the
Merit System Law, and they shall be subject to removal by
the Commissioner of Mental Hygiene for incompetency or mis-
