staffs of the several State institutions concerning personnel
and public relations, budget and accounting, procurement,
farm management and engineering and maintenance. The
Chief of the Division of Administration and Finance, as well
as the technical and professional personnel thereof, shall be
appointed by the Commissioner of Mental Hygiene with the
approval of the Advisory Board and shall receive such com-
pensation as may be provided in the Budget; they shall not
be subject to the provisions of the Merit System Law, and
may be removed by the Commissioner of Mental Hygiene for
incompetency or misconduct.

(e) The Mental Hygiene Advisory Board (in this Article
sometimes referred to as the "Advisory Board") is hereby
established. It shall consist of the Professor of Psychiatry
at the University of Maryland, the Professor of Psychiatry
at the Johns Hopkins School of Medicine, the Director of the
School of Hygiene of the Johns Hopkins University, the
Director of the State Department of Public Welfare, and the
Supervisor of Special Education of the State Department of
Education. The members of said Board shall receive no com-
pensation for their services, but they shall be allowed ex-
penses incurred by them in the performance of their duties
under this Article. The Board shall select its Chairman and
shall meet upon the call of the Chairman or of the Commis-
sioner of Mental Hygiene. The Commissioner shall consult
with said Advisory Board in professional and technical mat-
ters in administering the provisions of this Article.

(f) (1) There shall be a Mental Hygiene Board of Review,
(in this Article sometimes called the "Board of Review)
consisting of the President of the Senate, or a member
thereof designated by the President, the Speaker of the
House of Delegates, or a member thereof designated by the
Speaker, and nine (9) other persons, two (2) of whom shall
be psychiatrists, one (1) of whom shall be a physician who
does not specialize in psychiatry, one (1) a psychologist, one
(1) an educator, and one (1) a psychiatric social worker,
and three (3) other persons of recognized ability. The
members of said Board of Review, other than the Senator
and Delegate,, shall be appointed by the Governor, by and
with the advice and consent of the Senate, for terms of
six (6) years, but of the first appointments to said Board,
two (2) shall be for terms of one (1) year, one (1) for a
term of two (2) years, two (2) for terms of three (3) years,
one (1) for a term of four (4) years, one (1) for a term of
five (5) years, and two (2) for terms of six (6) years.
Vacancies shall be filled for the unexpired term. Members of
said Board shall receive no compensation for their services,
