(b) Upon June 1st, 1949, the term of the Commissioner
of Mental Hygiene now in office shall come to an end and as
soon thereafter, as practicable, the Governor shall appoint,
with the approval of the Mental Hygiene Advisory Board, a
Commissioner of Mental Hygiene. Upon the occurrence of
each vacancy in the office of Commissioner of Mental Hy-
giene, the Governor shall appoint, with the approval of the
Mental Hygiene Advisory Board, a person to fill said office.
Each person appointed to the office of Commissioner of
Mental Hygiene shall be experienced in psychiatry, in the
administration of mental institutions and in the care and
treatment of persons of unsound mind. Said Commissioner
shall receive such salary as may be provided in the bud-
get; he shall be responsible directly to the Governor, and
he shall continue in office until removed by the Governor
for incompetency or misconduct, under the provisions of Sec-
tion 15 of Article II of the Constitution. The Commissioner
of Mental Hygiene shall make such rules and regulations, not
inconsistent with this Article, as he may deem proper and
necessary for the administration of the Department and the
State institutions under its direction and control.

(c) There shall be within the Department of Mental
Hygiene the Division of Psychiatric Education and Training,
the function of which shall be to advise, consult with and
direct the staffs of the several State institutions concerning
psychiatric services, nursing, rehabilitation, social work and
food supervision. The Chief of the Division of Psychiatric
training and Education, as well as the technical and pro-
fessional personnel thereof, shall be appointed by the Com-
missioner of Mental Hygiene, upon the recommendation of
the Advisory Board and shall receive such compensation as
may be provided in the Budget; they shall not be subject to
the provisions of the Merit System Law, and may be re-
moved by the Commissioner of Mental Hygiene for incompe-
tency or misconduct.

The Chief of the Division of Psychiatric Education and
Training and the Assistant to the President of the University
of Maryland for Medical Affairs shall, from time to time, con-
sult with each other with the view of coordination and in-
tegrating the work of the several State Mental Institutions
with the work of the University of Maryland Psychopathic
Hospital to the end that the medical, nursing and other per-
sonnel of their respective institutions may be utilized to the
maximum benefit of the State of Maryland.

(d) There shall be within the Department of Mental Hy-
giene the Division of Administration and Finance, the func-
tions of which shall be to advise, consult with and direct the
