To make and establish grades upon the streets and high-
ways of the town;

To cause sidewalks along the public streets and highways
of said town;

To cause sidewalks along the public streets and highways
of said town to be graded, paved, repaired, or improved,
curbs to be set and gutters laid, at the cost and expense
of the abutting property or the owner thereof; or compel,
by fine or otherwise, the owner or proprietor of any lot to
pave or repave the sidewalks or footways; to set curbs and
lay gutters in front thereof, agreeably to the ordinances
now in force or which may be hereafter passed;

To cause the water courses, drains, or sewers of the town
to be paved, kept in repair and cleansed;

To provide for proper and suitable lights upon the public
streets;

To grant the use of the streets and thoroughfares of
said City to any public service company and prescribe the
terms and conditions upon which such use shall be allowed;

To provide for the numbering of the houses of Hagers-
town;

To establish 'and regulate public markets and to grant li-
censes on marketable commodities;

To suppress vagrancy;

To prohibit and restrain the keeping of bawdy houses or
houses of ill-fame within the limits of said City;

To inspect buildings and structures for the purpose of
reducing fire hazards, to issue regulations concerning fire
hazards and to forbid and prohibit the use of fire hazard-
ous buildings and structures permanently or until the condi-
tions of city fire hazard regulations are met; and to take
all other measures necessary to control and prevent fires
in said City;

To provide for the entering into and examination of all
dwelling lots, yards, enclosures and buildings to ascertain
their condition for health, cleanliness and safety, for the
taking down and removing at the expense of the owners,
of buildings, walls, structures or superstructures which are
or may become dangerous, or to require owners to remove
them or put them in a safe and sound condition at their
own expense; to regulate the building and maintenance of
party walls, smoke flues, fireplaces, chimneys, hot-air flues,
smokestacks and stovepipes; to provide for and regulate
the safe construction, inspection and repairs of all private
and public buildings within the City; to regulate the height,
construction and inspection of all new buildings hereafter
erected in said City, and the inspection and repairs of any
buildings already erected.
