days' public notice of such sittings shall be given by the
City Clerk by advertisement in at least one daily news-
paper of said City. Such officers of registration shall be
residents of the precinct of which they are appointed, and
they shall register in books or on cards to be prepared for
the purpose, all citizens above the age of twenty-one years,
who shall have the requisite qualifications to entitle them
to vote for Mayor. The compensation of officers of regis-
tration shall be the same as the compensation allowed
judges of election.

23. Every person who shall have resided in the State
of Maryland and in the City of Hagerstown for twelve
months, and in the ward or precinct wherein he or she
offers to register for six months next preceding the elec-
tion, shall be entitled to be registered in any of said
wards or precincts, and if any such person shall be so
registered in any such ward or precinct, but shall remove
therefrom to any other of said wards or precincts, and
remain therein, he shall be entitled to have his name re-
main upon the registry list of the said ward or precinct
from which he shall remove, as aforesaid, and to vote
therein until he shall reside in the ward or precinct to
which he shall have removed, and remain therein a suffi-
cient time to entitle him to register therein. Nomina-
tions, other than by primary election, for public office in
the City of Hagerstown may be made in accordance with
the election law of Maryland.

POWERS

24. The City of Hagerstown shall have power:

To prevent, remove and abate all nuisances or obstruc-
tions in or upon the streets, highways, lanes or 'alleys,
drains or water courses, or in or upon any lot adjacent
thereto, and to provide for imposing a fine on any person
causing or creating any such nuisance or obstruction;

To provide by ordinance for the regulation and location
of all stockyards, cattle pens, hog pens, and slaughter
houses within said City or for their removal from the
corporate limits of Hagerstown;

To regulate and control all offensive trades, manufacture
and traffic in offensive fertilizers or other commodities
within the City limits;

To make reasonable regulations in regard to buildings to
be erected in said town, and to grant building permits for
the same;
