SEC. 11. And be it further enacted, That this Act shall be
deemed to provide an additional and alternative method for
the doing of the things authorized hereby and shall be re-
garded as supplemental and additional to powers conferred
by other laws, and shall not be regarded as in derogation of
any powers now existing. This Act being necessary for the
welfare of the inhabitants of Baltimore County, shall be
liberally construed to effect the purposes hereof. All Acts and
parts of Acts inconsistent with the provisions of this Act,
are hereby repealed to the extent of such inconsistency,
SEC. 12. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the im-
mediate preservation of the public health and safety, and
having been passed upon a yea and nay vote, supported by
three-fifths (3/5) of all of the members elected to each of the
two Houses of the General Assembly of Maryland, the same
shall take effect from the date of its passage.

AN ACT to add a new section to Article 1A of the Code
of Public Local Laws of Maryland (1930 Edition), title
"City of Cumberland", said new section to be known as
Section 38B, to follow immediately after Section 38A there-
of, as said section was amended by Chapter 659 of the Acts
of 1947 and to be under the sub-title "Police and Fire", re-
lating to payment to the members of the Police and Fire
Departments of the City of Cumberland for injuries re-
ceived.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and it is hereby added to Article
1A of the Code, of Public Local Laws of Maryland (1930
Edition), title ''City of Cumberland", said new section to be
known as Section 3SB, to follow immediately after Section
38A thereof, as said section was amended by Chapter 659 of
the Acts of 1947 and to be under the sub-title "Police and
Fire", and to read as follows:
38B. Any member of the Police or Fire Departments of
the City of Cumberland who is injured in the performance of
his duty shall receive compensation for such time as he may be
