prevented from performing such duties because of the in-
juries so received, agreeably to the Workmen's Compensation
Laws of this State. The city shall for a maximum period of
fifty-two weeks supplement such payments received under the
Workmen's Compensation Laws so that the injured person
shall continue to receive aggregate payments equaling his
average compensation immediately prior to his injury, and
the city shall have a right of subrogation as to such payments
made by it to the injured person.
SEC. 2. And be it -further enacted, That if the new Charter
for the City of Cumberland, as proposed by House Bill No.
108, introduced at the regular session of 1949 shall be adopted,
this Act shall at the time said Charter becomes effective be
null and void and of no further effect whatever. If the pro-
posed new Charter for any reason does not become the Charter
of the City of Cumberland, this Act shall continue in full force
and effect as if House Bill No. 108 had not been proposed.
SEC. 3. And lie it -further enacted, That this Act shall take
effect June 1, 1949.

AN ACT to repeal and re-enact, with amendments, sub-sec-
tion (P) of Section 3 of Article 25A, title "Chartered Coun-
ties of Maryland", sub-title "Enumeration of Express
Powers".
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That sub-section (P) of Section 3 of Article 25A, title
"Chartered Counties of Maryland", sub-title "Enumeration of
Express Powers", be and the same is hereby repealed and re-
enacted, with amendments, to read as follows:

(P) (Assessments, Levy and Collection of Taxes. ) To di-
rect the class or sub-class of improvements on land and per-
sonal property which shall be made subject to the county
tax levy, and to provide for the levy thereupon and upon the
value of land in accordance with Article 15 of the Declara-
tion of Rights of the Constitution of Maryland as amended,
