to be applicable to such primary elections. Challengers and
watchers representing the candidates in any said primary
elections shall be allowed to be present at the several voting
places during the voting and counting of the ballots, as
provided by law with respect to general elections. As each
voter's name shall be entered in the poll book kept by the
clerks of election, there shall be entered opposite his name
the name of the party whose candidate or candidates he
voted for. If more names are marked for any office than
there are persons to be voted for, such ballots shall not be
counted for such candidates.

21. The Council of Hagerstown is authorized and em-
powered to establish and cause to be maintained a perma-
nent registration of the legal voters in the City wards and
precincts of said City, and the general registration of
voters heretofore made, together with such additions,
changes and alterations, as may have been made in ac-
cordance with the law in force at the time of the establish-
ment of said permanent registration, and together with
such additions, changes and alterations as may be, or be-
come necessary shall constitute such initial permanent
registration; said registration shall be corrected and main-
tained in the manner provided in the permanent registra-
tion law of the State applicable to Washington County, in
so far as such law is applicable to the City of Hagerstown,
and shall specify the residence of the voter in each street
lane or alley, and such registration shall be essential to the
right of voting at any primary or general election for the
office of Mayor and Councilman, or at any special election,
but shall not be conclusive evidence of such right to vote.
The City of Hagerstown may enter into a contract with
the Supervisors of Election of Washington County, the
County Commissioners of Washington County, or any
other proper authority, to provide and maintain the perma-
nent registration hereinbefore provided for.

22. The Board of Supervisors of Election in the City
of Hagerstown may, whenever in their judgment the inter-
ests of the City of Hagerstown so require it, with the ap-
proval of the Council, select two persons of different politi-
cal parties in each precinct to act as officers of registra-
tion, who shall sit as officers of registration at the usual
polling places in each precinct on the second Tuesday in
January, and the first Tuesday in March in the year of any
general election. They shall also sit on Wednesday of the
week following the registration day last mentioned for the
sole purpose of hearing applications for reinstatement by
persons whose names shall have been stricken off. Ten
