Said certificates shall be accompanied by a filing fee of
$50. 00 for all candidates for nomination for the office of
Mayor, and a filing fee of $25. 00 for all candidates for
nomination for the office of Councilman, provided, how-
ever, that any candidate may withdraw his candidacy and
secure the return of said filing fee by a written notice of
such withdrawal filed with the City Clerk at least 12 days
before the date of said primary election, and in the event
that no such withdrawal is made, even though there be
no opposition to such candidacy, the said filing fees shall
be retained to be used to defray the expenses of election.

20. The Board of Election Supervisors for the City of
Hagerstown shall cause to be prepared, at least five days
prior to said primary election, ballots for each ward in one
and one-half times the number of registered voters in each
ward, and said ballots shall be of different colors for each
of the political parties and shall contain the names of can-
didates for the office of Mayor and the office of Council-
man, arranged alphabetically according to their surnames,
under the designations of the office. Said ballots shall con-
tain also the number of the ward in which said primary
election is being held. Ballots in all said primary elections
shall be cast, counted and canvassed, and the result of the
election announced and certified in the City of Hagerstown
as now provided by the election laws of Maryland; and
said primary elections shall be held and conducted and de-
termined in the manner and form provided by said State
laws, in so far as the same are or may be applicable to
said primary elections, and except as may be herein pro-
vided. And the provisions of the said State election laws,
governing election contests, are hereby expressly declared
