for this purpose as to approval or disapproval of any appli-
cation for such a license shall be subject to review by the Cir-
cuit Court of Anne Arundel County and may be either ap-
proved, reversed or modified. The Circuit Court's decision
as to approval, rejection or modification of any such applica-
tion for a license shall be final.
No auto or motorcycle races shall be permitted on Sunday
at any track or course for which an admission fee is charged
for the purpose of viewing such race or contest in Anne
Arundel County.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety and
having been passed by a yea and nay vote, supported by three-
fifths of all the members elected to each of the two Houses
of the General Assembly of Maryland, the same shall take
effect from the date of its passage.

CHAPTER 626
(House Bill 678)
AN ACT to add a new section to Article 77 of the Annotated
Code of Maryland (1939 Edition), title "Public Education",
sub-title "Teachers' Retirement System", said new section
to be known as Section 103A, and to follow immediately
after Section 103 of said Article, relating to county contri-
butions to retired teachers.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and it is hereby added to Article
77 of the Annotated Code of Maryland (1939 Edition), title
Public Education", sub-title "Teachers' Retirement System",
said new section to be known as Section 103A, to follow im-
mediately after Section 103 of said Article, and to read as
follows:
103A. Any school teacher who is retired and who is re-
ceiving any retirement benefits under the provisions of this
sub-title, where such benefits in the aggregate are less than
$100. 00 per month, shall receive an additional sum not ex-
ceeding $25. 00 per month upon application to the County
Commissioners, and said Commissioners shall annually levy
an amount sufficient to pay such additional benefits. Pro-
