land-National Capital Park and Planning Commission or at
any other place within Prince George's County which, in the
judgment of the Board, shall suit its or public convenience.
952D. The Board shall appoint and fix the salary and terms
of employment of a Director of Recreation, who shall not be
a member of the Board and who, under the direction of the
Chairman and in accordance with the policy of the Board,
shall be responsible for the general organization, adminis-
tration, and supervision of the program of public recreation
contemplated and provided for by this Act. The Director of
Recreation shall be a person of such training, experience, and
capacity as will especially qualify him to discharge the duties
of his office. He shall possess those qualifications of educa-
tion, training, and experience in recreation work, as well as
executive and administrative experience, which will assure
a thorough knowledge of current theory and practice in public
recreation work and give promise of the administrative ability
necessary to administer a program of public recreation in and
for the areas under the Board's jurisdiction.
The Board is empowered to appoint, promote, demote, and
terminate the employment and fix the salaries and wages of
such personnel, including planning, engineering, secretarial,
clerical, and other, as are necessary to carry out the purposes
of this Act. Such personnel may be employed on. an annual,
part-time, or temporary basis. The employment of volunteer
workers without compensation may also be accepted by the
Board upon recommendation of the Director. The Board may
also contract with The Maryland-National Capital Park and
Planning Commission for the performance of such technical,
engineering, planning, and legal services as may be necessary.
952E. The Board's jurisdiction shall extend throughout
Prince George's County to any publicly or privately owned
lands or buildings as to which the appropriate governmental
agency having title or jurisdiction or the owner, respectively,
shall request the Board to conduct its program, provided that
the Board shall find the land or buildings in each case appro-
priate for recreational development and use.
The Board shall allocate, supervise, and direct the expendi-
ture of all appropriations and/or other funds made available
to it from whatever source.
952F. For the purpose of providing an adequate and bal-
anced recreation program to serve the varied needs and in-
terests of the several age groups among the residents of the
county, the Board shall have the power to initiate, adopt,
conduct, direct, or cause to be conducted or directed under
