fied as Sections 1 to 61 inclusive of Article 13 of the Code of
Public Local Laws of Maryland, as enacted by Chapter 908 of
the 1943 Acts of the General Assembly of Maryland, title
"Harford County", sub-title "Aberdeen", said new sections to
be known as 15 A and 57A, and to read as follows:

15A. The Commissioners shall have the authority to pur-
chase such buildings and lands as are deemed advisable for the
purpose of providing recreation facilities for young people and
adults; to equip said buildings and to expend such sums as
may be necessary, in the discretion of the Commissioners, in
the operation of said building and facilities.

57A. The Commissioners of Aberdeen, as the Taxicab
Bureau are hereby vested with the discretion of determining
from time to time the number of taxicabs which shall operate
within the limits of the Town of Aberdeen; to fix the place or
places of their operation, and may refuse to issue licenses above
the number prescribed by motion, duly adopted, from time to
time by a majority vote of said Commissioners of Aberdeen,
sitting as the Taxicab Bureau.

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency measure, and necessary for the
immediate preservation of the public health and safety, and
having been passed by a yea and nay vote supported by three-
fifths of all the members elected to each of the two Houses
of the General Assembly of Maryland, the same shall take
effect from the date of its passage.

CHAPTER 614
(House Bill 649)

AN ACT to repeal and re-enact, with amendments, Section 2
of Article 35 of the Annotated Code of Maryland (1939 Edi-
tion), title "Evidence", sub-title "Competency of Witnesses",
relating to the disclosure of the source of news or informa-
tion by persons engaged in radio or television work.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 2 of Article 35 of the Annotated Code of
Maryland (1939 Edition), title "Evidence", sub-title "Compe-
tency of Witnesses", be and it is hereby repealed and re-en-
acted, with amendments, to read as follows:
