tories as the Morningside Council may by resolution select,
to the credit of the Town of Morningside.

(C) That said town Treasurer shall not disburse or dis-
pose of any of the town funds coming into his hands as such
Treasurer of Morningside except upon check duly signed by
him as the Morningside Treasurer and countersigned by the
Mayor of Morningside, pursuant to a resolution of said Coun-
cil, which said resolution must first be placed on the minute
books of said Council, and attested by the Secretary of
Council.

(D) Whenever the Council shall levy a tax they shall
cause to be made an alphabetical list of the persons charged
therewith, and shall be affixed thereto the respective sums
to be collected from such persons and a warrant to the
Treasurer of Morningside to collect the same.

The Treasurer of Morningside shall, within ten days after
receipt of such list and warrant, render to such person
named therein an account or tax bill showing the amount
due by him, if he be a resident of the town, and if he be a
non-resident, and in consequence thereof cannot be conveni-
ently served with said account or tax bill, a copy of the
same shall be left upon the premises taxed, and another
copy mailed to the last known address of the owner.

The Treasurer of the Town of Morningside shall be the
collector of all taxes levied, and shall have full power to en-
force payment thereof as provided by Article 81 of the Anno-
tated Code of Maryland, by the sale of the property liable
therefor, and to convey a good title to any such property
sold by him.

(E) That said Treasurer of Morningside shall make, at
each regular monthly meeting of said Council, a monthly
written report to the Morningside Council, which said report
shall state, in itemized form, all receipts and disbursements,
of town money coming into his hands, which monthly report
shall be signed and sworn to, as being a complete and ac-
curate report, by said town Treasurer before said Secretary
Council.

(F) That the Morningside Council shall examine such
monthly report of said Town Treasurer and, within one
month after filing of the same by said town Treasurer, the
said Council, at a regular or special meeting thereof shall,
by resolution entered in the minute books of said Council,
approve or disapprove of such report. Such monthly report
shall be filed among the town records, and the yea and nay
vote of each Councilman on the resolution approving or dis-
