improving, maintaining and repairing the roads, streets, and
alleys in said town and for other purposes.

SEC. 6. And be it further enacted, (A) That the Town of
Morningside and the Morningside Council shall have power to
levy, following the adoption of this Charter, for the tax year
commencing the first day of July, taxes at the rate of not ex-
ceeding Fifty Cents (f. 50) on each One Hundred Dollars
($100. 00) of the assessable property within said town, based on
the State and County assessments for all purposes; and that
the Treasurer of Prince George's County shall be and he is here-
by authorized to give the Morningside Council, or the Treas-
urer of Morningside, a copy of the tax list for said town
annually or as often as is necessary, the boundaries of which
are laid down in Section 2 of this Charter; and all taxes so
levied shall be a lien on any and all property of the person,
firm, partnership, company, association or corporation
against whom they may be levied; and the taxes for each
year shall be payable on the first day of July next succeed-
ing the levy thereof, and shall be in arrears and subject to
legal interest at the rate of one per cent (1%) per month
up to six per cent. (6%), then one-half per cent. (*/%%) there-
after from and after the first day of October in the same
year.

(B) That the taxes provided for in Paragraph A of this
section shall be levied by ordinance enacted by the Morning-
side Council, and any such ordinance shall be in force and
effect from and after the date and enactment of the same.
And nothing contained in Section 8 of this Act shall apply
to any ordinance so levying such taxes, the intent of this
Section 6 being that the Morningside Council shall have
power, and it shall be the duty of said Council, to enact
such ordinances levying such taxes without submitting any
such ordinance to a vote of the residents of said town, and
that any such ordinance so levying such taxes shall be in
force immediately upon the enactment of such ordinance.

(C) That a copy of any such ordinance so levying such
taxes shall be open to public inspection.

SEC. 7. And "be It further enacted, (A) That it shall be
the duty of the Town Treasurer of the Town of Morningside
to collect and receive all taxes and other moneys due to said
town, and to keep a record of each item.

(B) That said Town Treasurer of Morningside shall de-
posit all town funds coming into his hands, together with all
such interest accruing thereon, in such depository or deposi-
