58, 60 and 60A of Article 21 of said Code, title "Talbot
County", sub-title "Circuit Court", be and they are hereby re-
pealed, and that a new section be and it is hereby enacted in
lieu thereof, to be known as Section 95 of Article 6, Section
116 of Article 8, Section 133 of Article 15, Section 175 of
Article 18 and Section 58 of Article 21 of said Code, and all
to read as follows:
95 (116, 133, 175, 58). Said Stenographer shall be paid
Five Thousand Dollars ($5, 000. 00) per year beginning from
the first day of June, 1949. The County Commissioners of
Caroline, Cecil, Kent, Queen Anne's and Talbot Counties shall
each pay One Thousand Dollars (f 1, 000. 00) towards this sum.
Said payments shall be made in quarterly instalments from
the first day of July, 1949. The sum of $5, 000 per year shall
constitute salary and re-imbursements for traveling and other
expenses.
SEC. 2. And be it further enacted, That on July 1, 1949,
said Stenographer shall be paid for the months of April and
May at the rate in force before this Act takes effect, and for
the month of June at the rate specified in this Act.
SEC. 3. And be it further enacted, That this Act shall take
effect June 1, 1949.

(House Bill 582)
AN ACT to incorporate the Town of Morningside, in Prince
George's County, Maryland, as hereinafter described; to
provide for the government thereof, and to provide for the
submission of this question to the qualified voters of said
town for its adoption or rejection; and to provide for the
election and succession of the governing body of said Town,
to be known as the Morningside Council, which shall have
power to elect and enforce ordinances for the good govern-
ment, public health, safety and morals of said Town, and
to authorize, empower and direct the Morningside Council
to make annual levy of not exceeding Fifty Cents ($. 50)
on each One Hundred Dollars ($100. 00) of the assessable
property of the said Town of Morningside, for the purpose
of defraying the governmental expenses of said Town; and
provide for the appointment of a Treasurer to receive and
