house or building, drains, sinks, wells, cesspools and re-
ceptacles of water or sewage; in default of the owner's mak-
ing such connection, to direct the Superintendent to have the
same done at the owner's expense, and to make such expense
a lien upon the property.
(d) Policing. The Town Commissioners shall have power
to cause all owners of property along the line of a sewer or
water main when the same shall be in proper working order
for receiving and disposing of sewage and drainage and/or of
supplying of water to forthwith seal up or fill up their privy
sinks, wells, cesspools, drains or sewage receptacles, and to
abandon the use of the same and to provide fines and penal-
ties for the failure, neglect or refusal of the owners or occu-
pants of such premises to seal up or fill up such privy sinks,
wells, cesspools, drains or sewage receptacles or to submit to
the sealing up or filling up same at the expense of the said
owners or occupants.
98. (Rates and Charges. ) (a) The Town Commissioners
shall have power and authority to fix from time to time
schedules of rates for the use of said sewerage system and/or
the supplying of water in an amount sufficient to pay the
annual operating expenses of said system, to pay the annual
interest on and the annual redemption of all sewer and
water bonds which may at any time be outstanding against
the Town, and to annually place a reasonable amount for de-
preciation to said system into a depreciation reserve.
(b) The Town Commissioners shall have the additional
power of fixing a flat schedule of rates to be charged against
the owners or occupants of all properties along a sewer or
water main who have not connected with said sewer and/or
water main, and to make such a charge a lien against such
property until paid.
99. (Liens. ) All charges for connections to the sewer and
water system made under the direction of the Superintendent
or for the sewer and/or water rate charges, shall be and con-
stitute a lien upon the real property to which such sewer or
water is connected, and said real property may be sold to
satisfy such lien or liens in the same way and manner as is
now provided for the sale of real property for the Collection
of taxes.
100. (Revenues. ) The yearly revenue and receipts of the
Sewer and Water Department shall be kept separate and
apart from the other funds of said Town, and the same shall
be expended in the following order:
