94. (Foreclosure of Eight of Redemption. ) The holder of
any certificate of sale, his heirs or assigns, may at any time
after the expiration of one year and one day from the date
of sale made in conformity with the Public General Laws of
the State of Maryland, file a bill in equity to foreclose all
rights of redemption of the property to which such certificate
relates by complying with the requirements of Sections 90 to
90P inclusive of Article 81 of the Annotated Code of Mary-
land (1947 Supplement) and all amendments thereto.

95. (Alternate Method of Foreclosure. To Apply Only
Where Town Commissioners are Purchaser. ) Whenever the
Town Commissioners have become the purchaser of any prop-
erty in the Town at a tax sale, the said Town Commissioners
are hereby empowered to institute a proceeding to foreclose
the right of redemption of such property by complying with
the provisions of Sections 90Q to 90U of Article 81 of the
Annotated Code of Maryland (1947 Supplement) and all
amendments thereto. Whenever the words "Mayor and City
Council of Baltimore" appear in such sections, the same shall
be taken to mean the Town Commissioners of Centreville; and
whenever the word "City" appears in such sections, the same
shall be taken to mean The Town of Centreville.

SEWER AND WATER DEPARTMENT.

96. (Department. ) There shall be a Department of Sewer
and Water, the head of which shall be the Superintendent of
Sewer and Water, who shall be appointed by the Town Com-
missioners and hold such office at their pleasure.

97. (Powers. ) (a) Operation. The Town Commissioners,
through the Sewer and Water Department, shall operate the
sewer, drainage and water system of the Town, with author-
ity and power to construct, reconstruct, enlarge, alter, im-
prove or dispose of all parts, installations, and structures
thereof.

(b) Construction. The Town Commissioners shall have
full power and authority to determine when and where, and
in what order and on or under what street, roads, lanes, and
alleys the pipes, mains or drains of said system shall be con-
structed or laid, and to make contracts for the construction
thereof.

(c) Connections. The Town Commissioners shall have
power to regulate, and charge for, the making of private con-
nections to sewer and water mains and to cause all owners
of property along the line of a sewer or water main to con-
nect therewith at the cost of said owners, their respective
