the direction of a police officer of the Town and assess the
expense thereof against the property of such owner or occu-
pant, and to make such expense a lien upon such property.
To provide that the failure to obey such notification shall be
punishable as misdemeanors.

(7) Finances. To have the general management and con-
trol of the finances of the Town, and to designate the bank or
banks of this State in which shall be deposited all funds be-
longing to the Town.

(8) Fines. To provide that violations of ordinances and
resolutions authorized by this Charter shall be punishable as
misdemeanors, but no penalty shall exceed a fine of One Hun-
dred Dollars (f 100. 00) and imprisonment for ninety (90)
days. Imprisonment in default of fine and costs shall be
regulated by the provisions of Section 4 of Article 38 of the
Annotated Code of Maryland (1947 Supplement), and any
amendments thereto.

All fines, forfeitures, and penalties imposed by any ordi-
nance or resolution of the Town Commissioners may be re-
covered in the corporate name of the Town before a 'Trial
Magistrate, as small debts are recovered, and the money
arising therefrom shall be paid to the Town for its use. Pro-
vided, that any person subject to any fine, forfeiture, or pen-
alty by virtue of any ordinance passed under authority granted
in this Charter shall have a right of appeal within ten (10
days to the Circuit Court of the County in which such fine,
forfeiture or penalty was imposed, and shall have the right,
if he so elects, to a trial by jury, upon giving ample security
for the payment of such fine and costs.

(9) Garbage. To prevent the deposit of any unwholesome
substance, either on private or public property; to compel its
removal to designated points; to require slops, garbage, ashes
and other waste or unwholesome materials to be removed to
designated points, or to require the occupants of premises
to place them conveniently for removal.

(10) Grants in Aid. To accept gifts and grants of Federal
or State funds, and from any agency of the Federal or State
governments, and to expend the same for any lawful public
purpose, agreeably to the conditions under which the gift or
grant was made.

(11) Hawkers. To license, tax, regulate, suppress and pro-
hibit hawkers and itinerant dealers, peddlers, solicitors, pawn-
brokers and persons selling any articles on the streets of the
Town, and to revoke such license at pleasure.
