(4) The grant of financial assistance made to each of
the counties and made to the City of Baltimore as herein
provided shall be evidenced by a memorandum, said memo-
randum to be signed by the proper officials of each of the
counties receiving financial assistance hereunder or by
the proper officials of the City of Baltimore if it receives
financial assistance under the terms of this Act. Said
memorandum shall also be signed on behalf of the State
of Maryland by the State Board of Education and shall be
approved by the members of the Board of Public Works.
This memorandum shall contain such terms and condi-
tions as the State Board of Education and the Board of
Public Works may by regulation specify concerning the
time, method and manner of distributing the grants in aid
as provided for in this Act. Said memorandum shall also
specify the total amount of funds, the source from which
said funds were derived, and the manner in which said
funds are being held on deposit, or otherwise, which the
said counties or the City of Baltimore have available for
the purpose of matching the grants in aid to be made by
the State to the said counties or the said City, as the case
may be, as provided for in this Act. The memorandum
provided for in this sub-paragraph of this Act may be in
such form as the Board of Public Works may by regulation
specify and when signed by the proper officials of the coun-
ties or the City of Baltimore as the case may be shall be
legally binding upon said counties and said City.
(d) The governing body of each of the counties in this
State and the Mayor and City Council of Baltimore are
hereby authorized and empowered to enter into any and all
contracts, agreements or memoranda required under the
terms of this Act, or which may be required by regulations
duly promulgated by the State Department of Education or
the Board of Public Works pursuant to the provisions of
this Act, any other provisions of public general law or of
public local law to the contrary notwithstanding.
(e) The terms, conditions and provisions contained in
and afforded by this Act shall continue for a period of
Five years (5) from the date of final passage of said Act.
SEC. 6. And be it further enacted, That the County Com-
missioners of the several counties of the State and the
Mayor and City Council of Baltimore are hereby respec-
tively directed to levy the State taxes for the years 1950
and 1951 at 1. 2 cents (1. 2c) on each One Hundred Dollars
($100) of assessable property, and for the year 1952 and
all succeeding years until all certificates issued under the
