able to and dedicated by each of the counties of the State
and the City of Baltimore, for the purpose of financing the
construction of public school buildings and public school
facilities and the purchase of public school lands. The cal-
culation of the amount of money as specified in the last
preceding sentence of this sub-paragraph shall be made in
such a manner and at such time or times as the Board of
Public Works may by regulation prescribe.

(c) Upon the receipt of the findings of fact by the Board
of Public Works all as more particularly set forth in sub-
paragraph (b) of this Act, the said Board shall grant the
financial assistance as provided for in this Act to each of
the counties for which the said findings have been made or
to the City of Baltimore, if the findings of fact have been
made concerning said City. Said financial assistance shall
be granted subject to the following terms and conditions:

(1) The grant of financial assistance to each of the
counties and to the City of Baltimore as herein provided
shall be absolute, there being no obligation on the part
of any said counties receiving assistance hereunder or upon
the City of Baltimore if it receives assistance hereunder
to repay the amount of said grant at any time.

(2) The grant of financial assistance to each of the
counties and to the City of Baltimore as herein provided
shall be made upon a matching basis. The requirement of
a matching basis as provided herein shall be satisfied by
the granting of One Dollar ($1. 00) from the funds created
by the sale of Certificates provided herein for each Three
Dollars ($3. 00) available to and dedicated by each of the
counties and the City of Baltimore for the purposes of
financing public school buildings, public school facilities
and the purchase of public school lands. The amount re-
quired to be dedicated for the purchase of public school
buildings and public school facilities and public school
lands as specified herein shall be calculated as provided for
in sub-paragraph (b) of this Act.

(3) The grant of financial assistance to each of the
counties and to the City of Baltimore as herein provided
shall be limited to an amount equal to Sixty Dollars
($60. 00) multiplied by the number of pupils enrolled in
said counties or the City of Baltimore as the case may be.
As used in the sub-paragraph, the phrase "number of
pupils enrolled" shall mean the average number of pupils
enrolled in schools in the month having the highest average
pupil enrollment in the school year in which the financial
assistance provided for herein is requested.
