CHAPTER 9
(House Bill 12)

AN ACT to repeal and re-enact, with amendments, Section
40 of Article 43 of the Annotated Code of Maryland (1939
Edition), title "Health", sub-title "Miscellaneous Provi-
sions", changing the name of the Bureau of Child Hygiene
to "Bureau of Maternal and Child Health".

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 40 of Article 43 of the Annotated Code of
Maryland (1939 Edition), title "Health", sub-title "Mis-
cellaneous Provisions", be and it is hereby repealed and re-
enacted, with amendments, to read as follows:

40. The Bureau of Maternal and Child Health shall in-
vestigate the causes of infant mortality and the diseases of
pregnancy, parturition, infancy and early childhood, and
shall devise and institute preventive measures for their con-
trol; it shall promote the welfare and hygiene of maternity
and infancy; and perform such other duties and exercise
such other functions as the State Board of Health or the
Director thereof shall designate. Provided, that no official,
agent or representative of this bureau shall enter any
home or take charge of any child over the objection of any
parent or guardian of such child or the person having the
custody of such child, and no such official, agent or representa-
tive shall attempt to enforce any treatment or correction, ex-
cept with the consent of the parents of such child or the per-
son standing in loco parentis.

SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1949.

(House Bill 13)

AN ACT to add a new section to Article 35 of the Annotated
Code of Maryland (1939 Edition), title "Evidence", sub-title
"Public Statutes and Office Copies and Official Certificates",
said new section to be known as Section 86A, and to follow
immediately after Section 86 of said Article, providing that
