253A. (a) There are hereby apportioned to the resi-
dents of each of the counties of this State and of each of
the Legislative Districts of the City of Baltimore a number
of scholarships equal to the representation in, or number
of Delegates which such county or district may be entitled
to elect to the House of Delegates; said scholarships to be
awarded as provided in Section 254 of this Article, except
that in Montgomery and Prince George's Counties the
County Board of Education shall award said scholarships
with the approval of the respective State Senator.

(b) Twenty-one scholarships shall also be provided and
shall be open to the residents of this State without refer-
ence to the county or legislative district in which they re-
side, provided that three of said scholarships are appor-
tioned or allotted to graduates of each of the following
colleges: Loyola College, University of Maryland, Mount
St. Mary's College, St. John's College, Western Maryland
College, Washington College and Morgan State College.
These scholarships shall be awarded without regard to the
ability of the applicant to pay tuition fees and such
awards shall be determined solely by the scholastic stand-
ing and merit of the applicant as determined and certified
by the president or other executive officer of the college of
which he may be a graduate.

(c) Six scholarships, to be termed scholarships at large,
shall be open to the residents of this State without refer-
ence to the county or legislative district in which they may
individually reside. Such scholarships shall be awarded by
the University from the lists of those applicants who,
although successfully passing the examinations provided
in Section 254 of this Article, were not appointed under the
provisions of Section 253A. (a) of this Article.

(d) Awards of scholarships shall be so arranged, so far
as their number and the duration of the courses of study
permit, that substantially the same number of original
awards, as distinguished from renewals or reappointments,
shall be made each year, and so that such residents of said
counties or legislative districts and graduates of said col-
leges may at all times hold the number of such scholarships
to which they are entitled.

(e) The holder of any scholarship hereby provided for
shall be entitled to free tuition in any one of the courses
in applied science or advanced technology, or the courses
preparatory thereto, which may be from time to time es-
