be tiled unless either the person to be adopted or the cus-
todian shall be physically within this State and subject to
the jurisdiction of the courts thereof.

SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1949.

1 (Senate Bill 237)

AN ACT to add a new section to Article 77 of the Anno-
tated Code of Maryland (1939 Edition), title "Public
Education, " said new section to be known as Section
253A, to follow immediately after Section 253 thereof,
to be under the sub-title "Free Scholarships, " and to be
under the new sub-heading "Johns Hopkins University, "
relating to the scholarships awarded in the John Hopkins
University.

WHEREAS, the General Assembly by Chapter 90 of the
Acts of 1912 provided for a system of State aid for the
School of Engineering of The Johns Hopkins University,
whereby each county and legislative district was to re-
ceive free scholarships in relation to its membership in
the House of Delegates; and

WHEREAS, some of the provisions of this Act now are
obsolete by reason of the changes in the membership in
the House, despite the fact that some of these changes were
provided for by Chapter 214 of the Acts of 1941; and

WHEREAS, it would be desirable to codify these provis-
ions of law so as to make them more easily available, in
addition to clarifying them to make them conform to pres-
ent conditions; now therefore

SECTION 1. Be it enacted by the General Assembly of Maryland,
That a new section be and it is hereby added to Article 77
of the Annotated Code of Maryland (1939 Edition), title
"Public Education, " said new section to be known as Sec-
tion 253A, to follow immediately after Section 253 thereof,
to be under the sub-title "Free Scholarships" and to be
under the new sub-heading "John Hopkins University, "
and to read as follows:
