tablished and defined by the university. Appointments to
scholarships shall be made for one scholastic year, but the
holder of any such scholarship who may in character, in-
dustry and ability conform to the standards and require-
ments of the university shall be entitled to reappointment
or renewal of the award at the expiration of each year
until the selected course of study shall have been com-
pleted. The holder of any scholarship hereby provided
for shall be subject to no expense for laboratory fees, li-
brary dues, the purchase or use of books or supplies, matri-
culation or graduation fees or any expense as a student at
said institution, except board and room.

(f) One of the scholarships herein provided for or allot-
ted to each of the counties and each of the legislative dis-
tricts of Baltimore City shall be known as "a full Senator-
ial Scholarship, " and the holder thereof shall be furnished
or supplied by the said Johns Hopkins University with
board, lodging, heat and light, free of expense, or in lieu
thereof, at the election of the said University, be paid the
sum of Two hundred dollars ($200. 00) per school year in
equal monthly installments, during session of said Univer-
sity, in advance; and provided, further, that in awarding
said full Senatorial Scholarship the financial ability of the
applicant, his parents or those upon whom he depends for
support shall be taken into consideration.

(g) Nothing herein contained shall in any way impair
or affect the control by said University of its operation
and of any of the studies pursued therein, or impair or in
any way affect the power to fix the standards of scholar-
ship required for admission to the University or for the
continued prosecution of studies therein, or the examina-
tion or other method of ascertaining or determining such
fitness in scholarship or otherwise, 'or the power to main-
tain, prescribe and enforce the discipline, rules and regu-
lations of the University.

(h) The Governor shall provide in the Budget such addi-
tional sums as may be necessary from time to time to pro-
vide for the current number of scholarships as in this sub-
heading required.

SEC. 2. And be it further enacted, That Section 4 of Chap-
ter 90 of the Acts of 1912 and Chapter 214 of the Acts of
1941 be and they are hereby repealed.

SEC. 3, And be it further enacted, That this Act shall
take effect June 1, 1949.
