one years who may not reside in said Town of Princess
Anne but who is the bona fide owner of real or personal
property or interest in such property in said town, and
the assessed value of whose said interest is not less than
five hundred dollars, has been such owner and so assessed
for two years next preceding any said election, shall have
paid all taxes due on said property for said two years and
shall exhibit the receipts therefor to the judge of said
election, shall be entitled to vote at any such election, pro-
vided he or she be duly registered as hereinafter provided.

(b) The legal voters qualified as aforesaid and duly
registered as herein provided, shall elect by ballot on the
first Tuesday after the first Monday in June, nineteen
hundred and fifty-four, and every two years thereafter on
the first Tuesday after the first Monday in June, at such
place within said Town of Princess Anne as may be desig-
nated by the President and Commissioners of said town,
three commissioners who shall hold office for two years
and until their successors are duly elected and qualified
as herein provided; and the present commissioners of the
said Town of Princess Anne, Frank Layfield, Mrs. Anna
M. Brown, and Oscar E. Wilson, shall continue to hold
office until the expiration of the terms for which they were
respectively elected, that is to say, the said Frank Layfield
until June, nineteen hundred and fifty, the said Mrs. Anna
M. Brown until June, nineteen hundred and fifty-two, and
the said Oscar E. Wilson until June, nineteen hundred and
fifty-four; and until their successors are elected and quali-
fied as herein provided.

(b-1) Not more than sixty days before the expiration
of the term of the said Frank Layfield in June, 1950, and
of the term of the said Mrs. Anna M. Brown in June, 1952,
special elections shall be called for the purpose of electing
a successor or successors to the office of Town Commis-
sioner of Princess Anne. Successors to the said Frank
Layfield and Mrs. Anna M. Brown so elected shall serve
only until the regular election for Town Commissioners
in 1954.

(c) In the event of death or resignation of any or all of
the three aforesaid Commissioners before the expiration of
their terms of office as herein stated, a special election shall
be called for the purpose of electing a successor or suc-
cessors, unless the date of death or resignation should fall
within sixty days of a regular election for town commis-
sioners. Immediate successors to the aforesaid commis-
sioners so elected shall serve only until the next regular
biennial election for Town Commissioners.
