(d) In the event of death or resignation of a town com-
missioner who has been elected by the qualified voters of
Princess Anne to serve a two year term as provided herein,
the vacancy shall be filled for the unexpired term by ap-
pointment of the town commissioners then remaining in
office. A successor to a town commissioner so appointed
shall serve only the unexpired term of the elected commis-
sioner whose office he was appointed to fill.

(e) No person shall be eligible to election as commis-
sioner of said town unless he be a qualified voter therein,
duly registered in the manner hereinafter provided and
shall have resided continuously in said town for a period of
one year next preceding said election; the said commis-
sioners when elected shall, within one month after their
election qualify by taking the oath prescribed by the Sixth
Section of the First Article of the Constitution of Mary-
land, before the Clerk of the Circuit Court for Somerset
County; and at the first meeting of the said commissioners
after any election as aforesaid, which said meeting shall
be held within one month thereafter,, they shall choose from
their body a president who shall preside at all meetings
of said commissioners and vote on all questions before
them, and who shall hold said office during the pleasure
of the majority of said commissioners; the said commis-
sioners; the said commissioners shall meet in regular ses-
sion at least twice in each month of the year and shall hold
special meetings at the call of the president or of the ma-
jority of said commissioners and shall receive each the
sum of One Hundred and Twenty Dollars per year salary.

SEC. 2. And be it further enacted, That this Act shall
not take effect until it has been first submitted to the regis-
tered voters of the Town of Princess Anne along with the
question of authorizing the appointment of a Town Man-
ager, at a special election to be held in said town on June
14, 1949, and has been approved by the majority of the
voters voting thereon. A special registration for said elec-
tion shall be held on June 7, 1949. The said election shall
be held and conducted in accordance with the laws, ordi-
nances, and regulations for holding town elections insofar
as same may be applicable. The President and Commis-
sioners of Princess Anne shall give notice of said special
election and of the questions to be voted upon by posting
same in at least five of the most public places in said town
at least one week before said election, the notice to give
the date, the hours the polls will remain open, and the loca-
tion of the polling place or places. There shall be printed
on the ballots for said election the words, "For two-year
