CHAPTER 772.
(Senate Bill 451)

AN ACT to add a new section to Article 10 of the Anno-
tated Code of Maryland (1939 Edition), title "Attorneys
at Law and Attorneys in Fact, " sub-title "Who May Not
Practice Law, " said new section to b, e known as Section
30A and to follow immediately after Section 30 of said
Article, providing that no Trial Magistrate during his
term of office shall represent a defendant before any
other trial magistrate of the same county.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That a new section be and it is hereby added to Article 10
of the Annotated Code of Maryland (1939 Edition), title
"Attorneys at Law and Attorneys in Fact, " sub-title "Who
May Not Practice Law, " said new section to be known as
Section 30A, to follow immediately after Section 30 of
said Article, and to read as follows:

30A. No trial magistrate, whether duly admitted to the
practice of law or not, shall, during the term of his office,
represent, as attorney or counsel, any defendant, in a
criminal proceeding before any other trial magistrate of
the same county; provided this section shall not apply to a
substitute Trial Magistrate as designated under Section 110
of this Article.

SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1945.

CHAPTER 773.
(Senate Bill 466)

AN ACT to repeal and re-enact with amendments Section
216 of Article 13 of the Code of Public Local Laws of
Maryland, title "Harford County, " sub-title "County
Commissioners, " (Higinbotham's 1942 Laws), providing
the County Commissioners of Harford County shall have
powers to establish and maintain a Merit System for
County employees and a group insurance plan for County
officials and employees.
